Abstract

The procedural and administrative aspects of UK tendering have remained largely unaltered for decades but this may soon change in light of the recent review of the construction sector, headed by Sir Michael Latham. This paper presents findings of a nationwide survey of UK construction contractors assessing their opinion of the Latham procurement recommendations, along with their opinion of the authors' proposals for alternative selection procedure. Contractor usage/opinion of current tendering methods, tendering documentation and contractual arrangements are also identified. Analysis techniques primarily involve the derivation of contractor preference, agreement and importance indices (Pri, Agi and Imi respectively). Results show that clients are attempting to cut costs by increased use of open tendering coupled with plan and specification tender documentation, but that savings are offset by clients ultimately paying for contractors' costs associated with their achieving contract award for only 1 in 5 bids. Generally, contractors are in tune with the ideals of the Latham review and characteristics pertaining to the HOLT (Highlight Optimum Legitimate Tender) selection technique.

Abstract

A quantitative contractor selection technique which embraces the pre‐qualification, evaluation and final selection processes is being developed. The emphasis is on evaluating contractors' performance potential in terms of their ability to achieve time, cost and quality standards. This approach is in contrast to the majority of current selection techniques which tend to prequalify, then discriminate predominantly on the cost component of tenders. The conceptual model is applied to a hypothetical but realistic scenario of a contractor competing for a small industrial contract. This illustrates the mechanics of the new technique, emphasizing that contractor selection should include identifying the contractor with the best performance potential and not merely the lowest bidder.

Abstract

Selecting the ‘best’ main contractor is a complex decision process for construction clients. It requires a large number of criteria to be simultaneously measured and evaluated. Many of these criteria are related to one another in a complex way and therefore, they very often conflict insofar as improvement in one often results in decline of another(s). Furthermore, as contractors' attributes are expressed in both quantitative and qualitative terms, decision‐makers have to base their judgements on both quantitative data and experiential subjective assessments. In this paper, the evidential reasoning (ER) approach (which is capable of processing both quantitative and qualitative measures) is applied as a means of solving the contractor selection problem (CSP). The process of building a multiple criteria decision model of a hierarchical structure is presented, in which both quantitative and qualitative information is represented in a unified manner. The CSP is then fully investigated using the ER approach. Both the advantages of applying this model in practice and the analysis process itself are discussed.

Abstract

The Control of Vibration at Work Regulations (CVWR), quantify workplace vibration exposure using exposure action, and exposure limit values (EAV and ELV respectively). Hand‐arm vibration (HAV) risk can be objectively assessed using hand‐tool vibration magnitude data, for comparison to the EAV and ELV. When considering risk controls, one disadvantage of this ‘focus’ on vibration magnitude, is that it might deflect appreciation of the economic implications of such controls, resulting from for example: restrictions on tool usage time; the need for operator rotas where continuous tool use is required; and complications in estimating labour costs because of these types of condition. Based on a sample of hand‐tools’ performance data, this research developed ‘hybrid’ (performance/vibration) dimensions for quantifying tools’ efficacy; representing (interalia) units of work achievable to reach the EAV and ELV. These hybrid dimensions characterize an alternative performance‐based (and therefore financially related) way of considering a tool’s ‘suitability’ within CVWR parameters; over and above the (selection) criterion of tool vibration magnitude. Analyses are then presented that investigate the time and cost ramifications of using multiple operators, to sustain continuous tool usage while keeping exposure levels within CVWR limits.

Abstract

This book aimed to conceptualise a construction workforce management model suitable for effectively managing workers in construction organisations. To this end, this chapter presents the conceptualised model, which consists of seven workforce management practices with their respective measurement variables. Drawing from existing theories, models, and practices, the chapter concludes that a construction organisation that will attain its strategic objectives in the current fourth industrial revolution era must be willing to promote effective recruitment and selection, compensation and benefits, performance management and appraisal, employee involvement and empowerment, training and development, as well as improving workers emotional intelligence and handling external environment pressure. These practices can promote proactiveness, participation, and improved skills and can lead to effective commitment, better quality, and flexibility within the organisation.

Abstract

A contrast of site productivity levels for an in situ concrete operation (reinforcement fixing) on a high‐rise project amongst construction contractors from Germany, France and the UK is given. The productivity rates provided by contractors' planning engineers for a model construction project form the basis of this evaluation. Conclusions drawn, based on relatively small samples, are considered approximations of the actual productivity levels in each international location. An analysis of variance based on international origin indicates significant differences between these productivity rates. Generally, amongst the sample surveyed, UK and German contractors exhibit the most efficient levels of labour productivity for the operations observed, whilst French contractors are by far the least productive. For the model building, UK contractors are the most productive, requiring less labour input than those from Germany and France. The UK contractors also demonstrate a high degree of performance variation. Leading on from these analyses, a construction (labour) cost comparison indicates the UK to be the most economic location. A comparison with previous research indicates contrasting findings. It is concluded that the performance ranking of French, German and UK contractors will vary depending upon the construction operations concerned, and therefore, assumptions regarding national contracting industries should not be based on individual operations. Contractors could benefit from developing closer links with their international counterparts since this would facilitate dissemination of European ‘best practice’.

Abstract

The ‘lowest‐price wins’ philosophy has been a consistent theme of contractor selection over the years. To comprehensively elucidate this selection preference and compare it with the use of a multi‐criteria selection (MCS) approach in the tenderer evaluation process, this paper investigates MCS tender price selection preferences. That is, project‐specific criteria (PSC) and lowest‐price wins selection practices of UK construction clients, in both building and civil engineering works at in detail via results of the empirical survey. The investigation provides further insight into the evaluation of contractors' attributes (i.e. PSC). Levels of importance assigned (LIA) for each criterion were analysed (i.e. quantitative analysis of the differences in opinions and, variance amongst the respondents) in a multivariate statistical method. Importance attached by construction clients to the ‘lowest‐price wins’ philosophy is also presented. Contrast was made between the MCS approach and the ‘lowest‐price wins’ option amongst the surveyed construction clients. It was found that increased awareness of the use of PSC prevailed amongst the survey construction clients. This indicated that cost has to be tempered with the evaluation of PSC and the attempt of construction clients searching for a new evaluation paradigm (i.e. adoption of MCS approach rather than basing on the lowest‐price wins alone).

The construction industry is highly fragmented and adversarial in nature, which has resulted in it being criticized for its poor project performance and lack of innovation. To improve performance, particularly inter‐organizational relations, organizations need to consider the formation of alliances with their project partners. Some construction organ‐ izations are beginning to initiate short‐term alliances with their customers and suppliers as part of a supply chain management strategy. However, such short‐term alliances inhibit feedback, which in turn supports learning and the development of mutual trust and cooperation. It is proffered that construction organizations should consider developing long‐term alliances, so as to enable parties to form learning alliances. The implications of forming different types of strategic alliances/partnering in construction are discussed. An inter‐organizational model that can be used to support learning and is founded on the principles of total quality management (TQM) is described. A case study is used to demonstrate that cooperative relationships can be used to cultivate a culture for reflective learning and mutual trust, beyond merely project‐specific performance improvements.

Abstract

Today’s growing numbers of contractor selection methodologies reflect the increasing awareness of the construction industry for improving its procurement process and performance. This paper investigates contractor classification methods that link clients’ selection aspirations and contractor performance. Multivariate techniques were used to study the intrinsic link between clients’ selection preferences, i.e. project‐specific criteria (PSC) and their respective levels of importance assigned (LIA), during tender evaluation for modelling contractor classification models in a data set of 68 case studies of UK construction projects. The logistic regression (LR) and multivariate discriminant analysis (MDA) were used. Results revealed that both techniques produced a good prediction on contractor performance and indicated that suitability of the equipment, past performance in cost and time on similar projects, contractor relationship with local authority, and contractor reputation/image are the most predominant PSC in the LR and MDA models among the 34 PSC. Suggests contractor classification models using multivariate techniques could be developed further.
